Why isn't it in the app store?

It doesn't need to be. Bullpen installs straight from your PC in about a minute and updates itself. Your chats go between your phone and your PC, not through a store.

Does my PC have to be on?

Yes. Your team works on your PC, so leave it on and Bullpen running. Your phone is how you reach them.

Does it work away from home?

Yes. In Bullpen on your PC, open Settings and turn on Secure link. It takes about five minutes, once. After that your phone works on Wi-Fi or cellular, anywhere.
